Radhachran Shakya, currently, working as DDG-IR in the Department of Telecommunications, Ministry of Communications, Government of India and acting as Chief Information Security Officer for Telecom sector with the responsibility of policy formulation, Security Standards Testing and Certification, Critical Information Infrastructure of telecom sector. He is also a member of the Governing Council of Telecommunications Standards Development Society of India (TSDSI). Earlier he was working as Senior Adviser to the ICT Authority, Government of Mauritius and entrusted with additional responsibly of Acting Executive Director of the ICT Authority. He is an Engineer having Bachelor degree from Maulana Azad National Institute of Technology, Bhopal India and a specialization in Database Management Systems from NIIT, Mumbai India.An officer of 1988 batch of Indian Telecom Services (an Organized ServiceCadre of Government of India).He has a vast experience of over 30 years playing various roles relating todifferent facets of telecommunications like Planning, administration,management, operation, maintenance, installation, quality assurance,Product evaluation, Manufacturing capacity assessment, Project management, business development and marketing in various capacities.While working in Department of Telecommunications, Government of India,he played a key role in policy formulation and regulatory framework forproviding communication assistance to law enforcement agencies. Rolling outCentralized Monitoring System, a national security project to automate the process of Lawful Interception and Monitoring. Rolling out Secure and Dedicated Communication Network for Intra-Governmental classified communications. He had drafted many Standard Operating Procedures,Rules, Instructions and Guidelines relating to Security of Communication.
